Bill Ryan Authors Plain Dealer Guest Column on PILOT Fees



On Saturday, Feb. 2, 2013, The Center for Health Affairs' President and CEO Bill Ryan addressed the issue of Payment in Lieu of Taxes (PILOT) in a Plain Dealer guest column on PILOT fees entitled, "Hospitals deliver more value than property taxes." The piece argued that our hospitals are paying more than their fair share toward supporting our communities, a response to State Rep. Mike Foley's Jan. 27 piece entitled, "Schools need city nonprofits to invest in children's futures.

In his column on PILOT fees, Ryan argues that "The benefit the community receives from the obligations of its tax-exempt hospitals far outweighs any realistic value they might receive from taxing those entities instead."
