From Uncompensated Care to Government Shortfall: Clarifying Key Terms

Charity care. Bad debt. Government shortfall. Uncompensated care. These are all terms used to describe a portion of the care hospitals provide as part of their mission to their communities, but many of us have trouble distinguishing one from the other. What is charity care, exactly? How does it differ from bad debt? What’s government shortfall? And how does the Hospital Care Assurance Program come into play? This policy snapshot is intended to shed a bit of light on these and other related terms in hopes of bringing clarity to some of the complexities of hospital reimbursement.
